Ontario is paving the way for economic growth by launching the Regional Economic Development through Immigration (REDI) Pilot. This one-year initiative, running from January 2 to December 31, 2025, aims to address the labour shortages in some of Ontario’s regional communities by attracting skilled foreign workers. Through this pilot, the Ontario Immigrant Nominee Program (OINP) is offering a unique opportunity for skilled workers to build a future in Ontario’s vibrant communities.

What is the REDI Pilot?

The REDI Pilot is a new regional initiative under the OINP, designed to meet the labour demands of four specific communities across Ontario. This pilot aims to recruit skilled talent that is not readily available locally to help employers in these regions meet their workforce needs.

For 2025, each of the four participating communities will receive 200 nomination spaces through the OINP Employer Job Offer streams, allowing qualified applicants to apply for permanent residence while contributing to the local economy.

The Focus of the REDI Pilot

The primary goal of the REDI Pilot is to help regional communities address local labour shortages by welcoming skilled foreign workers. This initiative will support economic development in areas that may not have easy access to the highly skilled labour required by growing industries. By filling these gaps, the REDI Pilot benefits both the workers who get the opportunity to live and work in Ontario and the communities themselves, which will see increased economic activity and development.

Key objectives of the REDI Pilot include:

  • Filling local labour gaps: Attracting skilled workers to Ontario’s regions to meet pressing labour market demands.
  • Supporting local employers: Working closely with regional employers to leverage the OINP in filling these gaps.
  • Providing a pathway to permanent residency: Offering skilled foreign workers an opportunity to build a life in Ontario with permanent residency.

Who Can Apply?

The REDI Pilot targets applicants who already qualify for one of the OINP Employer Job Offer streams and have a full-time, permanent job offer located in one of the four participating communities. There is no separate application process for the pilot itself. Applicants will apply through the regular OINP Expression of Interest (EOI) system and be eligible for draws specifically targeting those applying for the REDI Pilot.

The Communities Involved

The REDI Pilot focuses on four distinct regions in Ontario:

  • Lanark County
  • Leeds and Grenville (United Counties)
  • Sarnia-Lambton
  • City of Thunder Bay

These communities were carefully selected for their unique needs and their capacity to support skilled immigration. They represent Ontario’s diverse cultural and geographical landscape, each facing specific labour challenges that can be addressed by the influx of skilled foreign workers.

The OINP selected these communities based on several factors:

  • Labour market needs: These regions have demonstrated a clear demand for skilled workers.
  • Community support: Local stakeholders, including municipal governments, businesses, and settlement organizations, have shown strong support for the REDI Pilot.
