New Rural and Francophone Community Immigration Pilots Now Open for Community Applications!
On May 21, 2024, Immigration, Refugees and Citizenship Canada (IRCC) announced the official launch of the application process for Rural and Francophone minority communities to participate in the Rural Community Immigration Pilot and the Francophone Community Immigration Pilot respectively. These pilots will see up to 5,500 permanent resident applications each year.
What are the Goals?
Rural and Francophone minority communities are important to Canada’s long-term growth and vital to its linguistic and cultural diversity. However, they face unique challenges in attracting skilled workers needed to grow their economy and communities. As such, these pilots aim to create permanent residency pathways geared at attracting skilled immigrants who want to live and work in the participating communities.
The pilots target two distinct demographics:
- Rural Communities: Attract skilled newcomers to address labour shortages and revitalize local economies.
- Francophone Communities (outside Quebec): Strengthen Francophone minority communities by increasing the number of French-speaking newcomers.
Application Process: How to Get Started
Economic development organizations across Canada are invited to apply for participation in one or both pilots. Here are the key steps and criteria:
- Eligibility: Organizations must demonstrate how immigration will benefit their local economy and show their capacity to support newcomers.
- Application Submission: Interested organizations must complete IRCC’s questionnaire and submit it by July 2, 2024.
- Selection Criteria: IRCC will select up to 15 communities based on economic needs, availability of support services, and the ability of local organizations to collaborate with IRCC.

The Rural and Francophone Community Immigration Pilots aim to replicate these positive outcomes in numerous communities across Canada.

Here’s a roadmap for interested communities:
- Community Needs Assessment: Evaluate your community’s specific labour market needs and demographics.
- Support for Newcomers: Establish programs and services to assist newcomers with housing, employment opportunities, and language training (if applicable).
- Foster a Welcoming Environment: Collaborate with local businesses, educational institutions, and community organizations to create a welcoming atmosphere for newcomers.

- Estimated Program Start for Newcomers: Fall 2024 (date to be confirmed)
- Expected Annual Applications: Up to 5,500 total across both pilot programs
