Manitoba Introduces Immigration Pilot to Address Rural Workforce Needs
The Government of Manitoba has announced the launch of the West-Central Immigration Initiative (WCII), a strategic three-year pilot program designed to address workforce shortages, support local business growth, and enhance economic vitality in rural Manitoba.
This innovative program represents a partnership between the province and eight communities, including seven rural municipalities and Gambler First Nation, to attract skilled talent to west-central Manitoba. Labour and Immigration Minister Malaya Marcelino expressed the importance of this initiative:
“Manitoba is a leader in enabling the growth and vitality of communities through immigration. By working together, we’re addressing the needs for skilled workers and ensuring Manitoba continues to be a welcoming province.”
Addressing Workforce Gaps in Rural Manitoba
The WCII is a response to critical labour shortages affecting rural communities in the region. A recent survey of 85 employers identified the need for approximately 240 to 300 workers over the next three years to accommodate job creation, employee retirements, and overall economic growth.
By facilitating the settlement of skilled immigrants, this program is poised to provide employers with the workforce they need to thrive while fostering population growth and community development.

The initiative brings together the following municipalities and communities:

- Rural Municipality of Yellowhead
- Municipality of Roblin
- Rural Municipality of Ellice-Archie
- Rural Municipality of Riding Mountain West
- Rossburn Municipality
- Prairie View Municipality
- Gambler First Nation
Mayor Judy Snitynsky of Russell-Binscarth highlighted the regional commitment to collaboration:
“Through this partnership, we look forward to expanding our immigration networks and showcasing the unlimited potential we offer for newcomers to this area of Manitoba.”
Building on Proven Success
The WCII builds on Manitoba’s history of successful regional immigration programs, including initiatives in Winkler-Stanley, Morden, and the Parkland region. These programs have demonstrated the potential of immigration-driven strategies to revitalize rural communities.
Notably, settlement patterns in Manitoba have shifted in recent years, with 25% of provincial nominees choosing rural areas in 2023, compared to just 16.2% in 2012. The WCII aims to continue this momentum by addressing region-specific labour market needs.
