Changes To The Permanent Residency Program for Caregivers
The 5-year pilot programs of Caring for Children and Caring for People with High Medical Needs are scheduled to expire on November 29, 2019.
In a recent announcement, Immigration Refugees Citizenship and Immigration Canada (IRCC) indicated that foreign caregivers will no longer be eligible to apply for permanent residence if they have not worked two years full-time in Canada, as a caregiver by November 29, 2019.
Implications For Caregivers In Canada
This means that caregivers who are currently in Canada under these two programs will not be able to apply for permanent residency if they have not accumulated the requisite experience by then.
This most definitely creates uncertainty for those caregivers who are currently working in Canada and who will not have gained the requisite experience by November 29, 2019.
IRCC is currently reviewing the Caring for Children and Caring for People with High Medical Needs programs to determine how caregivers will apply for permanent residence after these two pilots expire, however, the announcement does cast doubts on whether this could be the end of these pathways to permanent residency for foreign caregivers.

Caring For People With High Medical Needs
- 24 months full-time work experience with last 4 years
- Prove you meet the education, training or qualifications requirements of the job
- Meet language ability for your NOC
- Canadian post-secondary degree, diploma, certificate or equivalent for of at least one year
Caring for Children
- 24 months full-time work experience with last 4 years
- Prove language proficiency of minimum CLB 5
- Canadian post-secondary degree, diploma, certificate or equivalent for of at least one year
