Canada Introduces New Francophone Student Pilot Program With Direct Pathway to Permanent Residence
In a bid to support the growth and vitality of French-speaking communities outside Quebec, the Canadian government has unveiled the Francophone Minority Communities Student Pilot (FMCSP) program as part of Canada’s broader commitment to diversifying its international student population and strengthening Francophone Minority Communities (FMCs).
What Is the FMCSP Program?
Announced by The Honourable Marc Miller, Minister of Immigration, Refugees, and Citizenship, this initiative aims to enhance access to Canadian post-secondary institutions for French-speaking students from Africa, the Middle East, and the Americas.
The program will seek to address historically low study permit approval rates in these regions by exempting students and their families from having to demonstrate that they will leave Canada at the end of their temporary stay. In addition, the program will slash the financial threshold to reflect 75% of the low-income cut-off associated with the municipality where the institution’s main campus is located.
Participants in the program will also benefit from a direct pathway to permanent residence after completing their studies and will have access to settlement services to help them integrate into their communities.
The announcement, made at the Acadian World Congress in Nova Scotia, reflects Canada’s commitment to bolstering its Francophone immigration strategy and fostering vibrant French-speaking communities outside Quebec.
The pilot is slated to begin on August 26, 2024, and will accept 2,300 applications. This cap will be revisited in the second year of the pilot in August 2025.
Minister Miller also announced the addition of 10 new communities to the Welcoming Francophone Communities (WFC) initiative. These communities will now play a pivotal role in supporting the success of French-speaking students and immigrants, further strengthening Canada’s Francophone network.
Who Can Apply to the FMCSP Program?
To qualify for the FMCSP program, applicants must meet specific criteria, including:
The FMCSP is open to citizens of the following Francophone countries, categorized by region:
Eligible applicants from these Francophone countries are welcomed to apply, given they meet the other specified requirements and are residing outside Canada at time of application.
Study Program Requirements:
Applicants must obtain a letter of acceptance from a participating Designated Learning Institution (DLI) that participates in the FMCSP program. The letter of acceptance must clearly state that the application is being made under the FMCSP program, and the program of study should be post-secondary, full-time, and a minimum of two years in duration.
The study program must:
- Have French as the primary language of instruction where more than 50% of the coursework is delivered in French
- Lead to a degree or diploma
Financial Requirement:
Applicants are required to demonstrate that they have adequate financial resources to cover both tuition fees and living expenses for themselves and any accompanying family members – including spouse and children who may accompany the student. Family members may be accompanied on a visitor visa, open work permit or study permit.
- The exact amount of financial proof required depends on the size of the community in which the DLI’s main campus is located.
- Funds should be sufficient to cover tuition, accommodation, food, and other living expenses. For smaller communities with lower living costs, the financial requirement will be adjusted accordingly to ensure that students can support themselves during their studies.
Language Proficiency Requirement:
Applicants must demonstrate their proficiency in French at a level of NCLC 5 or higher. This is done through approved French language tests.

- TEF Canada (Test d’Évaluation de Français pour le Canada)
- TCF Canada (Test de Connaissance du Français pour le Canada)
The test must have been taken within two years of the application date.
International students participating in the pilot are exempt from the Provincial Attestation Letter requirement and are not included in IRCC cap limits for international students.
10 New Communities Join the Welcoming Francophone Communities (WFC) Initiative
The WFC initiative, which supports the integration of French-speaking immigrants into Canadian society, has expanded by adding 10 new communities. These communities are key to Canada’s efforts to build vibrant Francophone networks across the country. With this expansion, there are now 24 WFCs across Canada, ready to welcome and assist French-speaking immigrants.
