Sudbury, Ontario, is one of only six communities in Canada participating in both the Rural Community Immigration Pilot (RCIP) and the Francophone Community Immigration Pilot (FCIP). It is also among 18 communities selected nationwide to take part in RCIP. These initiatives offer skilled foreign workers and their families a clear, supportive pathway to permanent residency by securing job offers from designated local employers in high-demand sectors.
Administered by the City of Greater Sudbury’s Economic Development division and funded by FedNor, the Greater Sudbury Development Corporation, and the City of Greater Sudbury, these pilots aim to fill critical labour shortages while helping newcomers successfully settle and thrive.
What Are RCIP and FCIP?
Launched by Immigration, Refugees and Citizenship Canada (IRCC), both pilots are part of Canada’s broader effort to attract and retain skilled workers in rural and Francophone-minority communities.
RCIP enables eligible employers in rural communities to:
- Hire skilled foreign workers from abroad
- Support current temporary foreign workers in transitioning to permanent residency
FCIP is tailored to French-speaking foreign nationals who wish to live and work in Francophone-minority communities outside Quebec. It helps strengthen the local workforce while preserving Canada’s Francophone heritage.

Program Eligibility
For Applicants
- A full-time, permanent job offer from a designated Sudbury employer
- Relevant work experience and/or education
- Meet required Canadian Language Benchmarks (CLB)
- Intention to reside in Sudbury long-term
- Obtain a community recommendation through RCIP or FCIP
For Employers
- Located within Sudbury’s defined community boundaries for at least 2 years
- Operate in priority sectors and offer eligible occupations
- Complete intercultural competency and onboarding training
- Provide settlement support and, if needed, help secure housing
- Be in good standing with municipal and federal compliance requirements
