Inside Immigration Levels Plan for 2023-2025
According to the proposal, presented by Minister of Immigration Sean Fraser on November 1, 2022, Canada hopes to accept 1.45 million new permanent residents over the course of three years, representing all immigration categories.
In 2023, Canada plans to take in 465,000 new permanent residents, 485,000 in 2024, and 500,000 in 2025, bringing the total projected number of new permanent residents to 1.45 million by 2025.
What are the Projections for the Economic Class?
A deeper look into the 2023-2025 Immigration Levels Plan shows that PNPs (Provincial Nomination Programs) are expected to bring in the majority of the permanent residents in the economic class with a projected:
· 105,500 newcomers in 2023
· 110,000 newcomers in 2024
· 117,500 newcomers in 2025
Express Entries will carry the second-highest number of permanent residents in the economic class with a projection of 82,880 in 2023, 109,020 in 2024 & 114,000 in 2025.
What are the Projections for the Family Class?
According to the Immigration Levels Plan, 2023-2025 Family Class sponsorships will make for the second most populous immigrant category in the plan after the Economic class. Programs for family-based immigration require the beneficiaries to be a spouse, partner, child, or other immediate family members. This class is set to invite 105,000 newcomers in 2023, 109,500 in 2024 and 113,000 in 2025 with Spouses, Partners, and Dependent Children getting a larger chunk of the total admissions over Parents and Grandparents.
What are the Projections for the Refugee & Humanitarian
Classes?

However, unlike the Economic and Family classes, the pattern seems to be different with the Humanitarian and Refugee classes which seem to have dipping projections over the proposed 3-year plan.
The Humanitarian Class seeks to admit 76,305 newcomers in 2023 and 76,115 more in 2024 before reducing the number to 72,750 in 2025. The trend is the same under the Refugee Class which seeks to admit 15,985 newcomers in 2023, 13,750 in 2024, and 8,000 in 2025.

in 2022?
The 2023 to 2025 Immigration Levels Plan is the second immigration level plan in 2022. Here is why? Usually, the government announces its Immigration Levels Plan on November 1st of each year, however, in 2021, there was a delay in the announcement due to federal elections that saw the Immigration plan for 2022-2024 tabled in February of 2022.
